If your PC does actually sometimes open ( not with safe mode, but normally after many restarts ) :

Go to your internet browser and download this from download.com : AVG Anti-Spyware / Ewido
download immediately all updates, and run scan to your Windows located in your hard drive ( usually C: ).
wait for a while, cause it whill take about 5 - 10 minutes. REMOVE or QUARANTINE everything that this found!!!

If your PC doesn't start ( if it starts with safe mode this is also for you ) :

Take out your screwdriver, unplug your PC, and take out the hard drive.
Install it as a slave to another computer.
Do the above proccess....
